Prof. dr. Horst Fischer is hoogleraar in het Internationaal Humanitair Recht (Nederlandse Rode Kruis Stoel) aan de Universiteit Leiden. Tevens is hij wetenschappelijk directeur van het Institut für Friedenssicherungsrecht und Humanitäres Völkerrecht, Ruhr-Universität Bochum in Duitsland. De dissertatie (Bochum, 1984) van Professor Fischer gaat over het gebruik van nucleaire wapens en Artikel 51 van het Aanvullend Protocol I van de Geneefse Conventies. Vanaf 1990 is Horst Fischer lid (geweest) van zowel gouvernementele als niet-gouvernementele delegaties bij internationale conferenties over internationaal humanitair recht. Hij is adviseur voor de Verenigde Naties, de Europese Unie en nationale ministeries, en ook voor niet-gouvernementele organisaties. Professor Fischer is hoofdeditor van het Quarterly Journal Humanitäres Völkerrecht (Bochum) en de Information Service BOFAXE (Bochum).
